Initially, they figured out that buying £2.3 billion of shiny new computers would transform drunken, chain-smoking, idle, fast food guzzling Glaswegians/Geordies/Cocknies/Welsh/Russian Counts (delete as appropriate) into healthy tofu eating joggers. That is as likley as getting a smile from a soviet babushka in a shop.

This will get hidden by central government which will swing most of the costs onto local health authorities where no one can see it.
